OU Students and Oklahoma Medical Marijuana Cards: Residency, Out-of-State Licenses and Campus Rules
OU students can hold an Oklahoma medical marijuana license, but the route depends on where they're a resident. Oklahoma residents 18 and older apply for a standard patient license; students who are residents of another state can apply for a 30-day out-of-state license only if their home state issues them a medical marijuana license. Either way, the University of Oklahoma prohibits marijuana use and possession on campus and in university housing, including medical marijuana.
This page explains the rules as OMMA and OU publish them. It isn't legal advice, and rules change, so confirm anything that matters with the source.
Key facts
- Oklahoma residents 18+: adult patient license, valid up to 2 years, $100 plus a $4.30 card processing fee (OMMA patient licenses).
- Short-term option: a 60-day in-state license, same requirements and fee as the adult license.
- Out-of-state residents: a 30-day license, $100 plus $4.30, only with a state-government-issued medical marijuana license from your home state.
- Texas residents: not eligible for the out-of-state license, according to OMMA, because Texas doesn't issue state medical marijuana licenses.
- Processing: OMMA says it processes patient applications within 14 business days.
- On campus: OU's student code prohibits "any marijuana use or possession, including medical or recreational marijuana," on university premises (OU Student Code).
Can an OU student get an Oklahoma medical card?
If you're an Oklahoma resident, yes, through the same process as any other adult patient. OMMA asks for:
- Proof of identity: an Oklahoma driver's license or ID, a U.S. passport, another U.S. government photo ID, or an approved tribal ID.
- Proof of Oklahoma residency: an Oklahoma driver's license or ID, a utility bill from the preceding calendar month (cell phone and internet bills don't count), a residential property deed, a current residential rental agreement, or the prior year's Oklahoma tax return.
- A photo: a clear, color, full-face digital photograph.
- A physician recommendation: a signed Adult Patient Physician Recommendation Form dated within 30 days of your application.
A P.O. Box only works alongside another valid proof of residency. Whether your particular situation makes you an Oklahoma resident is a question for OMMA, not for a dispensary, so check before you apply. The application fee is nonrefundable.
What changed for physician recommendations in 2026?
Since January 1, 2026, under SB 1066, any recommendation dated on or after that date must come from a physician who has completed medical marijuana education and been approved and registered by OMMA (OMMA notice).
OMMA tells patients to:
- Check the voluntary Registered Physicians List on OMMA's physicians page.
- Ask the physician directly if they aren't listed, since some registered physicians choose not to appear on it.
- Confirm the recommendation date and the physician's approval status before applying.
A recommendation from an unregistered physician can get an application rejected.
I'm from out of state. What are my options?
OMMA's out-of-state license is valid for 30 days and is open to residents of other states who hold a state-government-issued medical marijuana patient license. You'll need:
- A copy of your home-state medical marijuana license, front and back.
- A photo.
- Proof of identity: a state-issued driver's license or ID (front and back) or a U.S. passport.
You don't need Oklahoma residency proof or an Oklahoma physician recommendation for this license. OMMA notes that recommendations or licenses from out-of-state medical providers aren't honored on their own; it has to be a state-issued license. OMMA gives Missouri and Arkansas residents as examples of who qualifies, and says Texas residents don't. The fee is $100 plus $4.30, with no reduced rate.
Because it lasts only 30 days, plan around when you'll actually use it rather than applying at the start of a semester.
Is the 60-day license the same thing?
No. The 60-day short-term license is for Oklahoma residents and has the same residency, photo and physician requirements as the adult license. It isn't an option for out-of-state residents. Our patient FAQ covers common questions, and OMMA's patient licenses page has the current terms.
What does OU policy say about marijuana?
A state license doesn't change university rules.
- Campus: the OU Student Rights and Responsibilities Code prohibits "any marijuana use or possession, including medical or recreational marijuana," on university premises or during university-sponsored activities (OU Student Code).
- Housing: OU Housing and Residence Life's Community Living Policies say residents cannot consume, smoke or possess marijuana on campus, including residential facilities, even with a medical license, and cite federal policy as the reason (OU Community Living Policies). Paraphernalia is also prohibited in residential facilities.
If you live in OU housing, that policy applies to your room. Students living off campus should check their own lease, since landlords can set their own rules.

OMMA says it processes applications within 14 business days, then takes one or two more business days to print the card before mailing it by first-class mail.

No. OU's Community Living Policies prohibit possessing marijuana in residential facilities, including with a medical license.
How much does an Oklahoma patient license cost?
$100 plus a $4.30 card processing fee. OMMA offers $20 plus $2.50 for applicants enrolled in Medicaid (SoonerSelect) or Medicare and for 100% disabled veterans.
